To keep our community safe and informed, film permits are required for commercial media productions—including feature films, television series, music videos, web series, and documentaries—operating on either public or private property within city limits.

Please submit your completed permit application at least 10 business days prior to filming. Exemptions (No Permit Required)

Per City Code, you do not need a film permit if your activity falls into one of the following categories:

Photography: Amateur still photographers and standard commercial still photographers.
On-the-Spot News: News reporters or camera operators employed by newspapers, news services, radio, or TV stations broadcasting live or reporting on general public news (Note: This exemption does not apply to documentary film crews or magazine programs).
Government Media: Official productions conducted directly by the City of Milledgeville or Baldwin County.
Low-Impact Productions: Small-footprint projects that strictly meet all of the following conditions:
- Crew size of 7 or fewer total personnel on location.
- 2 or fewer production vehicles on location.
- Shooting schedule of 7 or fewer consecutive days.
- Filming takes place 100% on private property with zero impact on public streets, sidewalks, or rights-of-way.
- Full compliance with all local noise, light, and safety ordinances.
